Toilet leaking at the base?
Water around the base of the toilet should never be ignored — it can rot floorboards and come through the ceiling below.
It's usually the pan connector, a cistern seal or a loose supply connection.

Find where it's coming from
Dry everything with a towel, flush, and watch. Is it the pipe, the cistern bolts, or under the pan?
Check the supply pipe
A drip at the isolation valve or flexi hose can often be stopped by gently tightening the nut a quarter turn.
Condensation?
In cold weather a sweating cistern can drip onto the floor. If the water is only on the outside of the cistern, that may be all it is.
Stop using it
If it leaks when flushed, avoid using it and turn off the isolation valve until we arrive.
